UNSC Adopts Resolution on Non-proliferation

The United Nations Security Council Resolution 2310, which urges all states that have not yet signed the Comprehensive Nuclear-Test-Ban Treaty to do so, was adopted by the 15-member Council at a meeting on maintenance of international peace and security on September 23, 2016. The Treaty can only enter into force 180 days after the date of deposit of the instruments of ratification by all States listed in its Annex 2; according to Resolution 2310, of the 44 States listed in Annex 2, 41 have signed and 36 have both signed and ratified the Treaty. Following the DPRK’s conducting of its fifth nuclear test earlier this month, the Resolution is seen as timely and relevant, especially since it comes at a time commemorating the Treaty’s 20-year anniversary.
