At the 53rd Munich Security Conference, which was held from February 17-19, Bill Gates’ speech focused on pandemics as an international security issue. Gates stressed the link between health security and international security, and he argued that there is a very reasonable probability of an occurrence of a deadly global pandemic that could happen either naturally or at the hands of a terrorist, despite the fact that this has not occurred in recent history. Gates went on to remark that advances in biotechnology can help prevent epidemics from spreading out of control, and that most of the things that need to be done to protect against a naturally occurring pandemic are the same things that must be done to prepare for an intentional biological attack.
